Something I've tried and had relatively good success with to remove odors from cloth diapers is boiling them with baking soda. I use a crockpot and boil the water, add baking soda then diapers. This seems to do the trick for me. I don't have any odor problems.

I would have a few questions about why they are smelling...

How long are they sitting in the diaper pail before washing? This seems to be the biggest factor in odor problems.

What is the liner made of? What is the inside soaker made of? Synthetics are harder to clean and remove bacteria from... Some diapers use a rayon soaker, very absorbant, but tend to develop odors.

What is your water like? I have problems if the diapers aren't in the dryer immediately after the wash is done, infact all my laundry due to the well water we have.

Vinegar does help with rinsing and cleansing the diapers of soap residue, so I'd strongly suggest using it.
